In case technical conditions are needed from utility providers, the application is assessed and the architectural-constructional assignment is issued within 10 days for II category objects, 15 days for III category objects or 20 days for IV category objects after receiving the application.
In case technical conditions are not needed from utility providers, the application is assessed and the architectural-constructional assignment is issued within 5 days for II category objects, 10 days for III category objects or 15 days for IV category objects after receiving the application.

Additional information
The design permit or architectural-planning assignment (hereinafter referred to as “the Assignment”) shall prescribe the binding conditions, requirements and restrictions for the elaboration of the Design of an urban development project (including not permanent), taking account of the requirements of spatial planning documents of the community. The terms prescribed by the Assignment shall be the basis for elaborating the design documents and shall be binding for all the participants of urban development activities.
Procedures, deadlines and related interconnection procedures for construction permits and other documents have some distinction, depending on the degree of risk of the building being constructed. Buildings are classified into the following categories depending on their scope, significance, importance and complexity, as well as human and environmental safety, according to the risk category.
I category of building sites
this category buildings are considered low-risk level - such as current repair of buildings and structures, interior finishing, area improvement and other small-scale construction works that can be carried out by the developer without the design and construction permits.
II category of building sites
this category buildings are considered medium-risk level - such as small-scale construction objects whose design documentation is replaced by the recommendation of the design organization, and the technical supervision of the quality of the construction by the recommendation of the construction organization.
III category of building sites
this category buildings are considered above medium-risk level but not high-risk level- design documents are subject to simple examination.
IV category of building sites
this category buildings are considered high-risk level - such as special and important construction objects whose design documents are subject to state complex expertise, including the expertise or professional conclusions of state authorized bodies established by law.
V category of building sites
this category buildings are considered highest-risk level - such as urban development (including special purpose seismic protection) objects, particularly dangerous and (or) technically complicated, concerning interests of two or more countries - design documents are subject to specific complex expertise and terms and conditions for their construction permits for each case shall be determined by the decision of the Government of the Republic of Armenia.
Submit application for involving Yerevan Municipality Representative
If a new address is required for the construction side, local duty of 15000 AMD should be paid to the Municipality (account: 90015211452) and the payment receipt should be submitted alongside the application. If a new address is not required, no fee is paid.
Receive notification about application status
The applicant can check the status of the application online by following this link - https://www.yerevan.am/am/follow-the-processing-of-application/ and entering the password, which was received while submitting the application.
Once the application response is ready, it is sent by post to the applicant's address. In the meantime, the applicant is also notified by the provided phone number about the application status. After receiving the notification, the applicant should visit One Window Office in order to obtain the Design Permit.
Obtain planning permission
The technical conditions are provided free of charge from the "One Window" office of Yerevan Municipality, along with 2 copies of the Design Permit ․
Design Permit is valid for 1 year for II category objects, 1,5 year for III category objects and 2 years for IV category objects.
Assignment is not required:
(1) while carrying out development with multi-use standard designs and the use of certified products in the field of urban development in areas having an approved zoning plan;
(2) while carrying out works not requiring construction permit;
(3) when, for the following activities, the exterior, the parameters and the functional purpose, other seismic resilience, reliability and safety characteristics of the construction are left unchanged: for internal reconstructions of Category II and III projects or individual parts thereof; for internal reconstructions of residential or non-residential areas in Category IV multi-apartment residential buildings not deemed historical and cultural monuments, where it does not result in a change of areas considered as common property ownership of a multi-apartment or subdivided buildings;
Submit a statement about the start of construction works
The statement should include information about the contractor as well as companies, which perform technical and copyright supervision over the construction.
If during the construction works changes occur in the details of the Construction Permit or submitted statement, the developer, within 5 days, should resubmit a statement to the Municipality informing about the relevant changes.
Once the statement about the start of the construction works is received by the Municipality, it is sent to the Urban Planning State Inspectorate within 3 days.
In case the developer does not notify the Municipality about the start of the construction works within the established time frame, construction permit will be temporarily suspended.
Order Design documents elaboration
The architectural and construction design documents (hereinafter referred to as “the Design”) shall be elaborated in observance of the requirements prescribed by the Assignment.
With a view to elaborating the Design, the developer or the person authorized by him or her shall sign a design and exploration works contractor agreement with the design organization having a license for carrying out relevant activities (hereinafter referred to as “the Designer”).
Depending on the level (category) of risk of the project, the Design may be elaborated in one “Working design” stage or in two “Design” and “Working documents” stages.
The design documents for Categories II and III projects shall be elaborated in one stage, whereas those for Categories IV and V projects — in two stages.
The stages of the design elaboration shall be prescribed by the Assignment and the design works contractor agreement.
Order Design documents expertise
Expert review is mainly aimed at ensuring compliance of the Design with the binding requirements of the legislation and the standard technical documents of the Republic of Armenia.
After completion of the design work, the Design shall be submitted by the developer, the person authorized by him or her, or the contractor responsible for the design works for expert review.
Expert review shall not be required for:
Category I project Designs;
Category II project Designs, the expert review of which may be replaced with the warranty issued by the contractor responsible for the design works.
Submit Design documents and application for Construction Permit
The application and required documents are assessed and the construction permit is issued with the following time frame:
- within 3 days for standard projects or certified projects of multiple use or within 5 days for the remaining cases in case of II category building sites
- within 10 days in case of III category building sites
- within 15 days in case of IV category building sites
Obtain Construction Permit
Construction permit is a document which approves the developer’s right to carry out certain construction works both on a land parcel provided for new development and in the existing buildings and structures.
Construction permit comes into force the next day following the day of receiving the permit by the applicant or its representative.
Construction duration is defined in the construction permit, however, it should not exceed 1.5 times of the construction period based on the design documentation in case of newly built buildings.
Where the construction of the newly built projects is impossible to carry out without demolition of the building (structure) located on the given land parcel, the construction permit, with a relevant note, shall be also a demolition (or dismantlement) permit.
Construction permit is not required for the construction of I category building sites - such as internal decoration, landscaping and other small-scale construction works that can be carried out by the real estate owner without any design and construction permits.
